DepEd’s response to victims of Typhoon Sendong

Pilipina Ako doubts on the education department’s insistence to require those students from Cagayan De Oro and Iligan City—recently plagued by Typhoon Sendong—to attend classes today.

"Things are bad. We've gone through all of these difficulties but life must go on... What we do now is open our hearts and tell them with a big smile, ‘We will mourn with you, we will walk with you, welcome back to your second home,’" Armin Luistro, secretary of the Department of Education, was reported saying.

The tropical storm, anticipated to hit the country a day or two after it had done so, wrought about P1 billion worth of the country’s infrastructure and agriculture, affected some 65,067 families, and damaged more or less 12,131 houses.

The education secretary maintained, though, that going back to school would help the students—especially the young ones—in the region to get past the tragic event.

"I kept emphasizing there are times when you need a textbook, but this is not the time for that... There's science, there's values, a lot of mathematics that we can learn from Sendong itself [such as] viewing their geohazard maps," Luistro added upon introducing ‘special modules’ for the students who were affected by Sendong.

Luistro also proposed to designate an evacuation center in every municipality so that schools will no longer be the default place for evacuees. His department will also try to ‘restore normalcy’ through building villages for teachers (Brigada Eskwela), and implementing the K-12 program.

The National Association of School Psychologists, a nonpartisan professional organization in America, agrees with him, noting that the community must (1) remain calm and reassuring, (2) acknowledge children’s concern, (3) encourage children to talk about disaster-related events, (4) promote positive coping and problem-solving skills, (5) emphasize resiliency, (6) strengthen peer support, and (7) take care of its own needs.

Pilipina Ako hopes that would really do for now.

Rep. GMA in the name of health

At least 500 orthopedic surgeons and 100 specialists on metabolic diseases can treat Pampanga Representative Gloria Macapagal-Arroyo, the Philippine Medical Association (PMA) governor and an orthopedic surgeon Dr. Leo Olarte maintained.

She herself attested to this. She penned an executive order in October 2004 creating a private-public initiative—the Philippine Medical Tourism (PMTP) program—to promote health tourism and provide $2 billion to the country’s coffers annually.

She was right. The year after, about 1.26% of the total GDP (P68.5 billion) came from the PMTP program. Medical tourism had generated about .73% jobs in the Philippines.

But how else could it succeed if the former president insists to be treated abroad? How else would people believe that the Philippines has improved its healthcare competence and clinical labor force?

During the opening of the St. Luke's Medical Center Global City at The Fort in Taguig City, Rep. Macapagal-Arroyo complimented its ‘quantum leap in medical care.’ The P6.95-billion hospital built on 1.6-hectares with 629 patients' rooms and 400 doctors' clinics is three times bigger than its branch in Quezon City.

“If St. Luke's QC was ‘better than 95 percent of hospitals in America,’ the new facility is ‘better than 99 percent of the hospitals,’ then-President GMA was quoted saying. She had also claimed that ‘patients like her and her husband could now look forward to a treatment that is at par with, if not better than, the best hospitals in the world.’

Was that just a praise release?

Last year, worldwide medical tourism reaped $40 billion. This brought about Dennis Arroyo, the director of the National Economic Development Authority during GMA’s tenure, to conclude that ‘even the next administration will continue to gain from the growing medical tourism industry, which is expected to become a $3-billion industry by 2015.’

The central region of the country has 44 accredited hospitals by the Department of Health (DOH) and the Department of Tourism (DOT). Three of these were also approved by the Joint Commission International (JCI), an international organization providing accreditation for hospitals and other healthcare facilities worldwide.

The American Medical Association (AMA) has also been sending practicing physicians in their country to train here. Unsurprisingly, for the Philippines ranked 60th in delivering healthcare.

Still, the Pampanga representative believes ‘foreign specialists are the only ones who can treat her’ till today. The world-class hospital had admitted that the bone biopsy procedure she needed can only be done abroad.

Finally, a motorcycle lane!

Last year, the Metro Manila Development Authority noted 16, 208 road accidents and 177 fatalities in the region.

It had just been 13,561 road accidents and 105 fatalities in 2009—an increase from the recorded 12,656 accidents and 104 fatalities in 2008.

So MMDA Chair Francis Tolentino came up with a measure ‘aimed at instilling discipline among motorists.’ The policy would be on a trial period that would last for one to two months that he himself would oversee.

The motorcycle lane would not be exclusive to motorcycles. Other vehicles may use it if the other lanes are full but motorcycles are not allowed to leave their designated area.

The Commonwealth Avenue was dubbed the ‘killer highway’ for the lethal accidents that happened on the 12.4-kilometer stretch. It is likewise ‘murderously fearsome’ to motorcycle riders, if you ask Rogelio Singson, Public Works Secretary. Concrete barriers along thoroughfares had made it 90% unsafe for motorcycle riders—20% riskier for motorists in cars and other four-wheeled vehicles.

But the Motorcycle Rights Association (headed by Jobert Christian Bolanos) thinks the traffic scheme would endanger them even more. It is also “unconstitutional” because a city council could have no jurisdiction over a national road. So it filed a temporary restraining order and a writ of preliminary injunction against Quezon City Mayor Herbert Bautista, QC Department of Public Order and Safety, QC Police District, Land Transportation Office and MMDA.

“Petitioner submits that no matter how compelling the reason is and acute the traffic problem might be [on] Commonwealth Avenue as to reach a strangulation point, the solution does not lie in limiting and restricting the access of motorcycle riders to the fourth lane of Commonwealth Avenue which only creates and brings undue and greater risk,” the MRA was reported saying.

Plipina Ako has never driven a motorcycle and couldn’t see how the special lane could be “unreasonable, arbitrary and discriminatory.” But it has been a week after the dry run and there had been no reported mishaps. Can’t the MRA finally appreciate that?

Filipino Nursing Growth

Of the 10,000 nursing students that recently graduated, and the 100,000 nursing professionals still running around the country without a job, figure out how many of them had really wanted to take care of sick people.

There aren’t figures. So it would be unfair to claim that most of them studied the course so they could work abroad and earn dollars.

One thing is for sure, though. It would only be a matter of time before the country would be left with insufficient—not to mention inefficient—nurses to pursue their American dream.

It is true that success almost always comes with sacrifices. It’s just sad that personal progress cannot be helped and will certainly lead to our country’s destruction.

Love lost is lost forever

In a Pinoy soap opera aired last year, Mariz Benitez (Maja Salvador) had found out that her husband, Anthony Florencio (Sam Milby), would be getting married to a woman who resembles her—from head to toe. It was the consequence of her sister’s grand plan that had gone awry. Unaware, Mariz only thought of having her family back. She came out during the wedding and revealed that the woman her husband would be exchanging vows with is nothing but a fish vendor and an impostor.

Apparently, Anthony already knew that. In the guise of his wife was Devina Ventura (Melissa Cantiveros) who conspired with Monique Benitez (Precious Lara Quigaman) to rebuild her idol’s family and make those who killed her parents pay. When she discovered that Monique was only using her to get back to the Florencio’s, she stopped being the latter’s accomplice and admitted to Anthony that she isn’t Mariz after all. The truth hurt both of them, but they also have come to love each other that they would like to compromise themselves to each other again.

Then Mariz came in. And Anthony chose to give her another try. After all—in rite and in law—they’re still married. Will Mariz be able to reclaim the time and chance destiny has taken? Should she when it was what she had in mind before certain things happened and her husband and son are already happy with an impostor? In the soap, Mariz wanted to do just that. She also strongly believed she could. But destiny seemed unwilling to let her: She died after shielding Anthony from a gunshot Monique fired. Wedding bells rang for Devin and Anthony again.

Elaine Sihera would have agreed with the ending. Love, indeed, is unlikely to last forever for two reasons: human’s emotional evolution and human’s lack of reciprocity. People are also in need for change. Only unless the partner ‘has evolved in the same direction’ and the parties involved still ‘have the same feelings of appreciation and value’ towards each other would love have a chance to last.

Science though has discovered that love can last forever. A team from Stony Brook University scanned the brains of couples that have been together for 20 years. The results? About one in 10 of the couples exhibited the same chemical reactions new lovers have. The cognitive and emotional state of intense romantic desire for another person could mature and couples could still enjoy ‘intensive companionship and sexual liveliness’ even after some time.

How Filipinas regard babies

There are Filipinas who do not regard a baby as a gift from God anymore. Pending in Congress is the RH Bill 5043 or the Reproductive Health and Population Development Act. It claims to just inform Filipino couples on family planning, assure ‘enabling environment’, and sustain human development, among others.

For Dr. Dante A. Ang though, ‘the bill, in effect, tells our Creator, “wait for our signal before you send us your gift. We are still busy enjoying sex.”

“The heart of the issue is faith or the lack of it. For me, when our politicians begin legislating birth control it is like admitting that they are unable, even helpless, to solve our social problems.”

“To set the record straight, I accept that overpopulation is anathema to progress and brings unimaginable hardships to the poor. Many of them are driven to crime by poverty not by choice but by force. Studies abound on the causal effects of uncontrolled population growth on development and prosperity. That is not debatable. What is debatable is the mode of moderating runaway population.”

“What I do not subscribe to is the legislative’s proposal to control population growth through RH Bill 5043. It is what I call, the path of least resistance. It does not teach our country’s poor the virtue of accountability and responsibility. With the controversial bill, we are, in effect encouraging parents to “be merry and gay” and not be responsible for the outcome of their sex life.”

“When it comes to matters of life and the sanctity of marriages, the Church is well within its God-given rights to intervene and assert moral authority. Come to think of it, it is the other way around. It is us, humans—the proponents and supporters of RH Bill 5043, who are “meddling” in the affairs of life, death and creation.”

”Promoters and supporters have argued the bill does not interfere with life. They question the timing, when life actually begins. They say that responsible parenthood is actually preventing the cells from becoming a human being.”

“That’s exactly my point. Why prevent the cells from becoming a fully developed human being. If there is universal agreement that life is a “gift from Heaven” shouldn’t the couple be thankful that they are being blessed with an offspring? And if the couple welcomes the “gift” why delay or even refuse to accept the “blessing?” Why are our leaders promoting legislation to prevent the “gift” from being delivered to and received by the parents?”

Last year, an overseas worker from Qatar abandoned the baby she just conceived in a Gulf Air plane. She concealed her pregnancy with an abdominal binder then dumped the newborn in a trash bin in the plane’s comfort room.

Three months after that incident, a 23-year-old OFW from Cebu denied giving birth inside a restroom in the Ninoy Aquino International Airport (NAIA) Terminal 1. Fortunately, the Department of Social Welfare and Development Reception and Study Center in Quezon City took custody of the baby.

Lately, another fetus was left behind in the Etihad Aiways flight EY 428. It was wrapped with napkin and brought to Veronica Funeral Homes in Pasay City.

There is no doubt right now that more and more Filipinas does not consider the sanctity of life anymore. But is abortion the appropriate recourse for Filipinas who are sexually abused? What about those who are copulating just for the fun of it? According to government statistics, the annual growth rate in the country to date is over 2.1%. And about 42% Filipinas of reproductive age suffer from anemia.

For the Philippine Association for Childbirth Education (PACE), it is not. The organization even collaborated with the most extensive ‘mommy’ portal in the country as well as with GlaxoSmithKline to write the first pregnancy guidebook. Infanticipating: Your Ultimate Guide to Motherhood discusses the importance of pre-pregnancy and post-partum vaccination as well as the important role of husbands. Japan has also put up a P3-million birthing facility in Tanauan, Leyte to protect pregnant women in that municipality to settle on home deliveries instead.

Pilipina Ako could only guess why a neighboring country with already an industrialized economy spend for such. If even the Japs could support the Philippines’ population growth, why is the country confused in respecting life?

PNoy's 100th day

On PNoy’s 100th day as head of the Philippine republic, it is just worth noting his leadership and performance based on his State of the Nation Address he himself delivered on the last Monday of July.

Sa isang banda po ay ang pagpili para sa ikabubuti ng taumbayan. It certainly hadn’t been good for our OFWs in Hong Kong when their nationals suffered in a hostage two days after the father of the seating president’s 27th death anniversary. It certainly hadn’t been good for the value of peso pegged to the dollar, which is what Pinoys working overseas earn. It certainly hadn’t been good for PNoy when even supporters of the administration questioned his decisions and actions.

Narinig po ninyo kung paano nilustay ang kaban ng bayan. Ang malinaw po sa ngayon: ang anumang pagbabago ay magmumula sa pagsiguro natin na magwawakas na ang pagiging maluho at pagwawaldas. During his first international trip, PNoy chose to eat hotdogs for lunch, costing him $54only. The trip costs P25 million all in all.

Sa susunod na buwan ay maghahain tayo ng budget na kumikilala nang tama sa mga problema, at magtutuon din ng pansin sa tamang solusyon. Despite that the year is already about to end, there is no approved programme budget yet for 2010. The government sought for $31 billion last year.

Pananagutin natin ang mga mamamatay-tao. Pananagutin din natin ang mga corrupt sa gobyerno. After almost a year, there is no verification yet who should pay for the Maguindanao Massacre. Extrajudicial killings remain a trend as only 1% has been resolved in the last decade.

Ito ang magiging solusyon: mga Public-Private Partnerships. Kahit wala pa pong pirmahang nangyayari dito, masasabi kong maganda ang magiging bunga ng maraming usapin ukol dito. Under his leadership, PNoy intends to compromise the country to public-private partnerships with either local or foreign companies. This is what is being done in Dubai and India.

Paalala lang po: una sa ating plataporma ang paglikha ng mga trabaho, at nanggagaling ang trabaho sa paglago ng industriya. Lalago lamang ang industriya kung gagawin nating mas malinis, mas mabilis, at mas maginhawa ang proseso para sa mga gustong magnegosyo. This, PNoy means, the streamlining of the bureaucracy would be a priority in his political agenda. Most of the Filipinos today have decided to seek their success abroad. Even the young have started working. There are no concrete programs yet to encourage and equip business-mindedness.

Parating na po ang panahon na hindi na natin kailangang mamili sa pagitan ng seguridad ng ating mamamayan o sa kinabukasan ng inyong mga anak. There are millions of Filipinos still living abroad. And the latest scheme of the Overseas Welfare Administration (OWWA) through the Pag-Ibig Fund is criticized by a number of them.

Mapapalawak natin ang basic education cycle mula sa napakaikling sampung taon tungo sa global standard na labindalawang taon. Not everyone—particularly most parents—agrees on extending the basic education cycle. Never mind that this is what the rest of the world calls for. Never mind that there’s finally a leader willing to put his name at stake for an unpopular decree for a gain he himself may not witness anymore.

Tungkol sa situwasyon sa Mindanao: Hindi po nagbabago ang ating pananaw. Mararating lamang ang kapayapaan at katahimikan kung mag-uusap ang lahat ng apektado: Moro, Lumad, at Kristiyano. Inatasan na natin si Dean Marvic Leonen na mangasiwa sa ginagawa nating pakikipag-usap sa MILF. As of now, the government is talking with the Moro Islamic Liberation Front (MILF) so that the Philippines will eventually be a country at peace and in progress.

Pilipina Ako would rather that PNoy sack who should be sacked, despite of his personal relationships. He has already inspired some Filipinos to get up to their feet and believe in an administration once more. It’s now time for himself to walk his talk. A blunder, no matter how honest, is still a blunder.

Filipinos now, Pilipina Ako likes to believe, can tell an act from an act. And political leaders have the social responsibility to be honest to their constituents.

Crimes that have taken place before PNoy sits in shouldn’t be his problem. But that’s the way it is. Hopefully, the government would willingly pay the price for justice to rule.

Only Filipinos would have sincerity to care for their country. Other countries may help, but not without them eyeing us a business. The Philippines would surely benefit from PPIs. The danger is if these will eventually relied upon solely.

Pilipina Ako just doesn’t appreciate that job creation would be the topmost priority of PNoy’s administration. It would just help foreigners and a few Filipinos who can put up a business. The country would remain poor, and the Filipinos would keep on thinking of themselves.

On the other hand, Pilipina Ako thinks that the internal conflict between the country's only three islands should be PNoy’s topmost focus. Aut viam inveniam aut faciam.

Education is really the most surefire way for a person to achieve success. And if that person could use that to uplift his or her family, and that family represents every family in the Philippines, the country could have progress.

PNoy on birth control

Aside from its grammatically erroneous lead paragraph, a news article on the church’s threat of excommunication for PNoy is worth tackling for Pilipina Ako.

Why? It is just intriguing. The current head of the republic happens to be the child of a former president espoused by the Catholic Church to power. Also, the current head of the republic is a bachelor who has no first-hand experience yet in raising a family.

The Catholic Bishops’ Conference of the Philippines (CBCP) maintains that ‘some artificial contraceptives are abortifacients.’ "Abortion is a grave crime. Excommunication is attached to [it]. That is an issue of gravity, that is a violation of God's commandment," Bishop Nereo Odchimar, the CBCP president, said over Radio Veritas.

According to Odchimar, the poverty in the country is not rooted to population growth anyway. It’s in priority-setting. "Ours is an agricultural country. Agriculture should be enhanced. It is ironic that the International Rice Research Institute is in the Philippines but we are importing rice from Vietnam [which was ravaged by the Vietnam war]."

The Catholic Church also opposes the reproductive health bill, re-filed as PNoy set in. "We do not have police power, we don’t discount the possibility of mobilizing the lay organizations," Odchimar added.

Faith of the Filipinos on PNoy

Every last Monday of July, the Philippine Constitution obliges the incumbent president to ‘open’ the other branch of governance, which is the Congress.

President Benigno Simeon Cojuangco Aquino III, who dubbed himself PNoy, delivered his first State of the Nation Address (SONA) four days after the mandate. He unfolded a current investigation [on the corruption in some offices in the government] instead of his legislative agenda, which former presidents traditionally do.

His SONA was dutifully aired by the ABS-CBN in their coverage entitled Boses ng Bayan: Ang Unang SONA ni Pangulong Aquino. The network also reported what some of their audience think and feel on PNoy’s speech that it has collated from the Wireless Audience Response System (WARS) and online polls.

A total of 160 volunteers from Metro Manila, Naga, Cebu, and Cagayan de Oro participated in the network’s quest to know how Pnoy’s SONA affected the nation. The Boses Ng Bayan (Voice of the People) was represented by students, educators, office workers, government employees, and private businessmen. They answered some four questions while the SONA was ongoing.

Did they believe that Pnoy’s administration could stop the "quota-quota" and "tong-pats" system? About 81.6% responded positively through the WARS while 85% also agreed in the online polls.

Did they believe that Pnoy’s administration would not overspend and refrain from engaging itself in anomalous projects? About 84.7% using the WARS thought so too, as well as 80% following online.

Did they believe that Pnoy’s administration would probe onto the major anomalies the last administration was accused of? About 79.6% respondents equipped with WARS held onto that while 75% adhered on it in the online polls.

Did they believe that Pnoy’s administration would consider job creation its topmost priority, cutting red tape so that key industries and businesses could easily set up and operate in the country? About 90.8% surveyed through WARS remarked confidently on that while 85% concurred in the online polls.

The network’s website also arranged a 12-hour live chat (from 9 a.m. to 9 p.m.) participated in by 23,147 people during the SONA. Two weeks before PNoy’s report, Bayan Mo, iPatrol Mo: Ako ang Simula (BMPM), a citizen journalism project of the ABS-CBN, learned that there are people craving for a corruption-free government and poverty-free nation under his administration.

Aside from poverty and corruption, the respondents also wished for improved healthcare, disciplined and efficient state workers, equal opportunity for education, pro-environment programs, peace and order, upgrade of infrastructures and facilities, financial aid and security for overseas Filipino workers (OFWs) and agricultural reform.

Pilipina Ako honors PNoy for instilling optimism in every Filipino. Those who used to blame the government for every misfortune they have were now goaded to work on themselves and succeed. Hopefully, these people would eventually work on their dreams. Hopefully too, the PNoy’s administration would not just be about goals and visions.

Pilipina Ako Jost noted that the OFWs were not particularly mentioned in PNoy’s SONA. The OFWs who braved foreign lands to work and earn. The OFWs who kept saving the national treasury from deficit. The OFWs who would prefer being with their families back home if only the economical situation in the country is favorable.

'No Approved Therapeutic Claims'

When I was still a child, my mother used to bring me to a manghihilot whenever I have fever. (Folks just seem to believe in supernatural powers especially when they do not have much money.) After the manghihilot assess me, she would give us some ampalaya leaves she herself planted in her backyard.

It might seem odd, but it has worked for me most of the time when I have colds. I never sensed the bitter taste ampalaya gives off when boiled; I became used to it and would even have it for baon in school.

Remembering that experience, I understand Health Secretary Esperanza Cabral’s action for issuing a disclaimer order on herbal food and dietary supplements. She is just protecting the other side of the pharmaceuticals industry. If consumers will discover a cheaper alternative to their medical needs, mainstream medicines would surely suffer.

The herbal industry, meanwhile, maintains that the disclaimer would turned prospective consumers off, as each box of the herbal supplement would bluntly specify that the product inside is not a tested, proven medicine.

The ongoing argument between the health department and the herbal industry of the country seems like the classic David-Goliath case, with the DoH overtaking the helm. It is THE health department, after all—-the main governing body on health in the Philippines.

Their row reached the courts. And so far, the herbal industry has the Manila Regional Trial Court (RTC) on its side. It has issued an order that allows the herbal market to continue displaying its products with only a subtle warning.

Translating the present disclaimer listed on herbal food and dietary supplements to the vernacular has been a simple problem gone awry. It revealed not only the medical ignorance of most Filipinos but also the competition of two medical industries that are supposed to take care of our health.

It is a linguistic problem. Somehow, the warning implied in English sounds as if herbal products are generally safe and could be effective even though there is no solid proof yet that they could replace the medicines prescribed by doctors in hospitals.

Should the health department forbid a citizen's learning of an English line he or she has understood? How could anyone still spend money on a product untested and unverified?

It is an industrial problem. Mainstream medicines would definitely see a dent in their marketing records as Filipinos begin to patronize cheaper ‘medicines’.

I don’t believe Sec. Cabral. I don’t believe that she only intends to forewarn consumers that the products they are going to buy are not medicines per se. While I see her point, I don’t believe that the poorest of the poor of Filipinos would be cajoled by a trivial warning. Let a person decide if a certain product—mainstream medicine or not—is working. Assuring that a certain Filipino could understand a four-word phrase is not just her [Sec. Cabral] responsibility if that’s what she’s worrying about. Filipinos are not that dumb.

Population Growth and Sec. Cabral

Dr. Esperanza Icasas-Cabral is a cardiologist, physician, teacher, scientist and an advocate of the ideals and values she believes in. Among them is her stance to protect the Filipino’s health amidst the ire of the Catholic Church.

They also cried for her resignation and appealed to then-presidential front-runner Benigno Aquino III to lay off Cabral once he assumed the presidency.

Since her appointment, Cabral has been blunt of her policies and principles. She believes that the Reproductive Health bill can curb the country’s population, which totals to 92,226,600 people as of 2009. This Act Providing for a National Policy on Reproductive Health, Responsible Parenthood and Population Development would enforce age-appropriate reproductive health education starting in Grade 5, and mandates purchase of contraceptives by state hospitals.

She also issued an administrative order instructing tobacco companies to add graphic information on cigarettes’ packs. This would just be in compliance with the "Framework Convention on Tobacco Control" signed in 2003 and ratified by the Senate in 2005. Cabral obliged the herbal industry to translate the warning “No Therapeutic Claims Approved” on their products.

She gave away pills. She distributed condoms right at Dangwa on Valentine’s Day. Better spend the P2.5 million donated by international companies than risk the society’s vulnerability for sexually transmitted infections (STI). There are 4,424 cases of HIV/AIDS to date, 835 of which occurred in 2009 alone.

Cabral banned mercury importation. Some 20 students from St. Andrew’s School in Paranaque were poisoned by the chemical, one of which was diagnosed of Parkinsonism and nerve damage. Since then, she refrained from issuing mercury permits on all local health units. Mercury is used in sphygmomanometers and thermometers.

Her opposition with tradition displeased some people, according to a Pulse Asia survey conducted March 21 to 28. Funny because despite of the ratings drop, Cabral remained as the highest rated of all seven Cabinet officials included in the survey, and the DOH remained the second highest-rated government agency.

For everything she has done that labeled her ‘immoral’ with ‘one of her feet already in hell,’ President Gloria Macapagal-Arroyo stayed with her, along with the Forum of Family Planning and Development (FORUM), the Philippine Legislators Committee on Population and Development (PLCPD), the Reproductive Health Advocacy Network (RHAN) and the Philippine NGO Council on Population, Health and Welfare Inc. (PNGOC)

Cabral earned her medical degree at the University of the Philippines. A Pasay native, she went to the United States to train at the Harvard Medical School, Massachusetts General Hospital and Joslin Clinic. She taught at the UP College of Medicine Departments of Medicine and Pharmacology thereafter and became the director of the Philippine Heart Center. She also served at the Asian Hospital & Medical Center as a chief cardiologist, edited a number of medical journals and publications, authored and co-authored about 85 scientific papers, and hosted a TV show on Channels 13 (HeartWatch) and 9 (InfoMedico).

As if her professional career isn’t already brimming, Cabral was appointed director of the Philippine Heart Center, consultant for the Dangerous Drugs Board, the Bureau of Food and Drugs and the Department of Health, and commissioner of the National Commission on the Role of Filipino Women.

Cabral received only four awards for all of her efforts (a nice reminder for people who measure their efforts in recognitions). These are the National Outstanding Young Scientist for Medicine Award (1981), Philippine Society of Experimental & Clinical Pharmacology Achievement Award (1982), Outstanding Woman in the Nation’s Service Award for Medicine (1986) and Dr. Jose P. Rizal Award by the Philippine Medical Association (1991).

It’s probably high-time for Pilipina Ako to soften her guard on ‘artificial means of population control’. Espie, with an ophthalmologist (Dr. Bienvenido V. Cabral) for a husband and three medical doctors (Cristina, Patricia Anne and Brian Michael) for children, seems to be a reasonable person. Pilipina Ako thinks she would support a ‘manmade regulation’, provided that the society would commit itself to learn accountability and responsibility meanwhile.

Sex education for Filipinos

The subject of sex will always be a problem for parents. Just how would you tell kids that they could become pregnant if they love or would be doomed for the rest of their lives for a moment of bodily pleasure? Not too many would disagree that sex is not equitable to love. Not everyone also understands the numerous reasons why certain species do it.

In the Philippines, its society abhors sex between minors, between people with no romantic relations as well as between people who are already bound to someone else. And so, its Department of Education (DepEd) chose to introduce the Adolescent Reproductive Health subject despite the 'vehement opposition of the Catholic Church’ in 80 elementary schools and 79 high schools.

A sex education class is ‘necessary in light of the alarming number of teenage pregnancies’, Education Secretary Mona Valisno maintains, the Catholic Church admits it or not.

In the UAE, Emirati social worker Wedad Lootah recently wrote a book on sex published in Arabic and English for pupils as young as 4 years old to someone as old as 16. It would be a three-book series: a picture book for the kindergarten, one with Islamic teachings for the juniors, and another with societal and scientific content for the high schoolers.

Some female Saudi students from the King Saud University’s Special Education Department thought so too after finding out that there are parents who approved of such a class since (1) they themselves were reluctant to share such information and (2) they were afraid that their children could be sexually harassed or abused.

The Shoura Council and the Human Rights Commission itself led by Mohammad Al-Sheddi agreed with the plan. “The Shoura recently approved a protocol to protect children from being exploited for pornography. Children should be equipped with enough information that would allow them to differentiate between right and wrong, and detect whether they are being used or lured into a situation in which they may be abused.”

Under the Obama administration, the United States has allotted $114 million to an "evidence-based approach" program to prevent teenage pregnancy.

Michael Carrera, an educator on teen sexuality and adolescent development started advocating against teenage pregnancy since his career in the Bronx University 50 years ago. He has started a number of after-school programs on 1984 sponsored by the New York City's Children's Aid Society. Today, those programs are incorporated into the US curriculum.

Giving young people information about sex is not the same thing as giving them permission to do it, Carrera pointed out. "Sexual ignorance is not bliss. You do not make responsible decisions in the dark." It would be already late if people wait for children to become teenagers first before talking to them about sex as views on relationships and roles of men and women are ‘hard to break down’ once inculcated.

So far, Susan Philliber, an independent evaluator, was impressed with the impact of Carrera’s program. Her team followed some students for four years all throughout their high school. Only 10% of the girls following Carrera’s model got pregnant. The girls were also taught to use contraceptives to protect themselves against sexually transmitted infections.

Indonesia, Mongolia, South Korea, India, Japan, China and Sri Lanka already ‘have a systematic policy framework for teaching about sex within schools’ while Malaysia, Philippines and Thailand have just assessed their adolescent populace’s reproductive health needs. Bangladesh, Myanmar, Nepal and Pakistan were completely without coordinated sex education programs.

Worldwide, the International Planned Parenthood Federation and the BBC World Service talked about sex, family, contraception and parenting in a 12-part series entitled Sexwise. Teachers in the Netherlands, on the other hand, encourage their students age 12 and 15 years old in an open talk dubbed as Lang leve de liefde (“Long Live Love”). “AIDS was an impetus for sex education in schools,” said Jo Reinders of Soa-bestrijding, a Dutch foundation composed of members of the church, health officials and family planning organizations. “It forced teachers to become more explicit and to discuss norms and values using a participatory approach.”

Not everyone favors deliberating about sex overtly though. Respondents who took part in an online poll ‘thought all sex education books should be banned.’ Lootah herself has received death threats because of her conviction.

There is wisdom in knowing about pain firsthand. If the Filipinos would not understand why a sacred act to show affection could be detrimental in the long run, Pilipina Ako does not know how they would even appreciate life and love.

Rain gently falls whenever we say goodnight

Sometime last month, the country's highlanders began to pray for rain. They cast a dry spell on their fields that's denying them of the name Rice Granary of the Philippines. Northern Luzon is responsible for the food supply of 46% of the region. Without rain, these people would hunger.

But between Juban and Irosin in Sorsogon, Bicolanos are prthaaying not to rain. A light rain could cause the ash falls Mt. Bulusan had shot up to turn into lava and surge inland. The volcano is one of the 22 active volcanoes in the Philippines. Its explosion is the 25th time a country's volcano threatened the safety of some people.

“The lack of rains in what is already the rainy season of the country calls for divine intervention," believes Manila Archbishop Gaudencio Cardinal Rosales . "Our relief will come from nature. And so we implore the Master of all creation, God, our Father, at whose command the winds and the seas obey, to send us rain."

And so, an Oratio Imperata Ad Petendam Pluviam (Obligatory Prayer to Request for Rain) and Intercessory Prayers for Rain were ordered. They are to be offered during Masses in the Archdiocese of Manila 'until the rains come.'

Days passed and currently, a number of heavy rains had brought landslides and floods, killing 11 people in Compostela Valley and one boy in Baguio. It also led to the cancellation of classes in Metro Manila. But still, the rains were not enough in the highlands. "We need a total of 5,000 liters or eight drums of water in order to produce a kilo of rice," said Agriculture Secretary Arthur C. Yap. He also means to say that at least 5 to 6 hours of continuous rains daily for two to three weeks are the frequency needed so that rice fields could be prepared for planting. "The three days of rains had only helped bring down the temperature in Metro Manila. They were not able to irrigate the rice lands in such provinces as Isabela, La Union, Pangasinan and Nueva Ecija which were experiencing little rainfall." It even has not brought the Angat Dam to its normal operating level of 188.47 meters.

Was the secretary subtly condemning God for his inadequate action? Were the people blaming nature for its sweet revenge? Or is it just time for the environmental violators to come to their senses? Putting a spa close to the mouth of a dormant volcano is only one of the violations some of the authorities are letting investors do at the risk of infuriating Mother Nature and disturbing us. Pilipina Ako wishes that Environment Secretary Lito Atienza can do something.
